Alta M. OíNeal was first elected in 1996 and took office April 1, 1997 as the Carroll County Treasurer/Ex-Officio Collector.  She is currently serving in her second term.  Mrs. OíNeal ran unopposed in the 2000 election.  Alta and her husband, Billie, live in Bogard, MO and have one son, Ryan.  Janet Jacobs, Deputy Collector, began her duties February 9, 1998.  Janet and her husband, Gary, live in rural Bosworth, MO and are the parents of one daughter and two sons.  They have five grandchildren.  Janice Hundley, Deputy Collector, began her duties February 1, 1999.  Janice and her husband, Ronnie, live in rural Bogard, MO and are the parents of one daughter and two sons.

 

Carroll County is one of 22 township-organized counties in Missouri.  Duties of the Ex-Officio Collector include the collection of delinquent real estate and personal property taxes, railroad and utility taxes, private railcar tax, both current and delinquent surtax, merchant and pool licenses, and payment in lieu of tax (PILT).  Other duties include the accounting and distribution of the delinquent taxes collected by the office, monthly, to 49 individual taxing authorities within the county which have certified property tax levies, and issuing duplicate tax receipts.  The office charges $1 for a duplicate tax receipt.  The Ex-Officio Collector prepares an annual settlement of the collection of all property taxes.

 

A county merchantís license is required by State Statute to operate a retail or wholesale business in Carroll County.  A merchantís license costs $25.00.

 

The Treasurer/Ex-Officio Collector conducts the Annual Delinquent Land Tax Sale on the 4th Monday of August of each year at 10:00 A.M. at the Courthouse.

Office Information

Tax bills are mailed out by the Township Collectors usually by the middle of November.  Current real estate and personal property tax statements are payable to the 20 Township Collectors from November 1st through December 31st without interest and penalty.  Mailed tax payments must have an official US Post Office postmark on or before December 31st to be considered as paid on time.  Any delinquent real estate and personal property taxes owed must be paid before the Township Collectors can accept your current payment.  Township Collectors will continue to collect until March 1st after which time they will turn all unpaid taxes over to this office.  If paying after December 31st, please refer to the delinquency schedule printed on your tax statement.  If you do not receive a statement by December 1st, please contact the Carroll County Assessorís office at (660) 542-2184. Not receiving a tax statement does not relieve your obligation to pay your taxes.

Announcements and Events

  • Tax statements will soon be in your mailbox.  Remember to pay your township collector during the months of November-December-January or February.  If paying in January, there is a 2% interest charge and in February there is a 4% interest charge.
  • Merchant License fees and current surtax amounts are due January 1, 2004.
  • Delinquent Land Tax Sale is August 23, 2004 at 10:00 A.M. at East Door of Courthouse.
  • Taxes become delinquent on the first day of March and are payable in the Treasurer/Ex-Officio Collectorís Office.  Additional charges: 2% per month interest (maximum of 18% per year), a clerk and collector fee charged on real estate, and an additional 7% penalty on all delinquent taxes paid through the Treasurer/Ex-Officio Collectorís Office.
