Alta M. OíNeal was first elected in 1996 and took office April 1, 1997 as the Carroll County Treasurer/Ex-Officio Collector. She is currently serving in her second term. Mrs. OíNeal ran unopposed in the 2000 election. Alta and her husband, Billie, live in Bogard, MO and have one son, Ryan. Janet Jacobs, Deputy Collector, began her duties February 9, 1998. Janet and her husband, Gary, live in rural Bosworth, MO and are the parents of one daughter and two sons. They have five grandchildren. Janice Hundley, Deputy Collector, began her duties February 1, 1999. Janice and her husband, Ronnie, live in rural Bogard, MO and are the parents of one daughter and two sons.
Carroll County is one of 22 township-organized counties in Missouri. Duties of the Ex-Officio Collector include the collection of delinquent real estate and personal property taxes, railroad and utility taxes, private railcar tax, both current and delinquent surtax, merchant and pool licenses, and payment in lieu of tax (PILT). Other duties include the accounting and distribution of the delinquent taxes collected by the office, monthly, to 49 individual taxing authorities within the county which have certified property tax levies, and issuing duplicate tax receipts. The office charges $1 for a duplicate tax receipt. The Ex-Officio Collector prepares an annual settlement of the collection of all property taxes.
A county merchantís license is required by State Statute to operate a retail or wholesale business in Carroll County. A merchantís license costs $25.00.
The Treasurer/Ex-Officio Collector conducts the Annual Delinquent Land Tax Sale on the 4th Monday of August of each year at at the Courthouse.
